Vmware Workstation Pro 17 Portable

QEMU is open-source and has a genuine portable version (qemu-portable). It doesn't require driver installation because it uses TCG emulation (slower) or Windows Hyper-V Platform (if enabled). It is less user-friendly but completely legal and portable.
