When using RSMB 6.2.1, always duplicate your layer and hide the original. Apply RSMB to the top layer. This allows you to mask the blur effect. For example, you want motion blur on a car, but you want the license plate to remain readable. Mask the plate out of the RSMB layer. Perfect.
