The corrupt Governor of a Chinese province is being humiliated by a masked thief called the Iron Monkey. When physician Wong Kei-ying () arrives in town with his young son (the future folk hero Wong Fei-hung ), he is forced by the Governor to capture the vigilante. However, after discovering the Iron Monkey is actually a benevolent doctor, the two martial arts masters team up to defeat an even greater threat: an evil, traitorous Shaolin monk who has taken control of the local government.
