Currently, this version is available primarily through the official Booth.pm store (their preferred distribution platform for DRM-free builds) and has been submitted to Steam for review. Given the game's cult status and the content descriptor volatility of previous versions (the game contains extreme pixel-gore and adult themes), the Steam release may be slightly delayed.
