She pursued her elementary education at the Sacred Heart School in Cebu City and later attended the Colegio de San Juan de Letran in Manila for her high school education. Baldos then took up a Bachelor of Arts degree in Psychology at the University of Cebu.

In addition to her work on indigenous peoples' issues, Baldos has also focused on promoting economic development in her district.
